Module Number Two:
Network Administration

Background:

The administration and operation of an Integrated Network is the leading element in provider driven managed eye care. THE EDMONDS GROUP has been involved with Network Administration for over ten years. The principals and managing director of THE EDMONDS GROUP have been directly responsible for the management of five different Integrated Networks and indirectly responsible for the managed eye care aspect of over twenty five.

Ideally, an Integrated Network is managed by an Executive Director who is a full time employee of the Network organization. However, this is a costly option and, in many cases, will need the national expertise of a consulting firm or management company for issues of product development, marketing and sales, and quality improvement plans.

THE EDMONDS GROUP offers Network Administration as an option in the family of Network consulting services to fully support the Integrated Network. These service are executed by the managing director and designated staff of administrative assistants. All activity is directed and approved by the Board of the Network and coordinated through the principal consultant for the Network. It is recommended that this activity be monitored through the strategic planning process.

Process:
The following outline represents the elements of Network Administration:

1. Organizational
   1. Manage all Board, and Committee meetings
      1. Plan date, time, facility, meals and transportation
         
      2. Coordinate, research and write agenda
         
      3. Communicate specifics of meeting to all members
         
      4. Staff meetings and orchestrate all follow-up
   2. Develop budget process
      1. Assess resources of Network
      2. Develop annual budget
      3. Submit budget and analysis for Board approval
      4. Monitor and manage resource allocation based on budget
2. Operational:
   1. Coordinate Consultants, Advisors, Board, Committees and Members
      1. Orchestrate sales, marketing, and managed care initiative
      2. Manage resources based on Strategic Plan or Board directives
      3. Respond to issues and concerns of Network
         
   2. Communication
      1. Develop communication system for Board
         1. Broadcast Fax
         2. Phone chain
      2. Handle all telephone communication of Network
         1. Internal
         2. External
      3. Handle all written correspondence for Network
         1. Mailings
         2. Proposals
         3. Communications
         4. Public Relations

The Proposal:
THE EDMONDS GROUP proposes a consulting relationship to provide and coordinate Network Administration Services.

Financials:
The daily consulting rate for members of THE EDMONDS GROUP is $1,500.00 per day plus expenses. The administrative staff time is based on a rate of $312.50. Cost estimates are based on the other Modules that are linked with the Organizational Module but, the average for twelve months contract is $22,500.00 plus expenses.
